Regional Technical Assistance seeks to strengthen the Asian Ombudsman Association (AOA) to provide capacity development programs to member institutions, thus enabling them to become more efficient and responsive in performing their mandated functions. It supports the establishment of an AOA resource center to facilitate a systematic exchange of ideas, experiences and best practices. It provides well structured capacity-building programs for member institutions.

The establishment of the AOA resource center will be undertaken in two phases.  Phase 1 involves preparatory work, including preparation of background surveys to clarify the demand for AOA services, development of a medium-term work plan and budget for AOA and adoption of a new business model for AOA. Phase 1 has three major outputs: (i) survey of capacity development needs of AOA members that are ADB’s developing member countries (DMCs); (ii) survey of regional best practices; and (iii) work plan and business model.

After the work plan has been finalized and approved by AOA, Phase 2 will support implementation of specific knowledge products and capacity-building activities.

The intended outcome of the TA is a more effective and efficient AOA. The desired impact of TA is to improve governance and accountability mechanisms of public institutions in AOA member countries. In the long term, improved transparency and accountability of the government as well as the enhanced ability to undertake corrective action on maladministration will significantly reduce corrupt practices, inefficiencies and the cost of doing business that adversely impact the economic growth and social development in these countries.
